The Drop Kick: Still Legal?

During the annual absurdity of letting the Cowboys (and the Lions) own Thanksgiving, my brother and I wondered--and still wonder--why the Cowboys' punter's attempt to kick a ball he dropped was ruled an illegal kick.  Isn't the drop kick still on the books?  I insisted that it was, but my brother wasn't so sure.

After doing a little research, it appears that the drop kick is still a valid play in the NFL (and, I believe, in the NCAA).  Here's the last successful drop kick:
